RE: City
1. Find an empty plot
2. Get an admin to register it to you (Phase 1)
3. Build something and show an admin
4. Get access to Maple City and Syrup City (Phase 2)
5. Build something REALLY interesting there
6. Apply on the forums for a city (Phase 3)
